Our Yangon based Partners have 50 years of combined FDI, corporate, finance, commercial and regulatory experience in Myanmar and 50 years in total across Asia, Australia and Europe in almost every sector. We worked with international firms including Baker & McKenzie, BLP, Clifford Chance, Freshfields and Norton Rose and for leading corporates in senior in-house roles before launching our brand.
The founding partners, Chris Hughes and Stefan Chapman have together over 20 years of experience in assisting clients investing and operating in Myanmar.

CHRIS HUGHES
Chris Hughes is a founding partner of independent Myanmar firm SCM legal, which he started after a near twenty-year career with international firms Baker & McKenzie, Clifford Chance and Bryan Cave Leighton Paisner. He has been based in Myanmar since 2013 and drafted the Myanmar Companies Law 2017 and Myanmar Investment Rules 2017 for the Government.

STEFAN CHAPMAN
Stefan Chapman, founding partner of SCM Legal and known as one of the first internationally trained transaction lawyers in Myanmar, is an experienced and well rounded international lawyer. He has assisted a number of foreign investors establish and carry on their operations in Myanmar, particularly in the infrastructure and the telecommunications sectors.

MIN MIN AYER NAING
Min Min Ayer Naing joined SCM Legal in a partner position as of August 2018 following extensive experience at international law firms, Baker Mckenzie and Kelvin Chia. She brings over 18 years of legal experience with both local and international transactions. A specialisation amongst Min Min's extensive experience falls in foreign direct investment in Myanmar while liaising with government officials in different government departments to facilitate progress for foreign investors and local clients. She advises on a wide variety of corporate, banking, corporate finance, compliance, regulatory, employment and licensing of foreign investment set up in Myanmar.
